Is 4.5 a fail in IELTS?

Quick answer

No. IELTS has no pass or fail, so 4.5 is a result on a nine-band scale, not a failure. It sits between band 4, a "Limited user", and band 5, a "Modest user". Whether it is enough is decided by the organisation asking for it, because IELTS Australia states that each institution or organisation sets its own required scores.

“Fail” implies a pass mark, and IELTS does not have one. A 4.5 is a score, and the useful questions are what it describes and whether the organisation you are applying to accepts it.

No pass or fail

IELTS Australia states plainly that there is no pass or fail in an IELTS test. The test gives a profile of your ability to use English, reported on a nine-band scale, and each educational institution or organisation sets its own level of IELTS scores to meet its requirements. IELTS.org tells organisations to choose an entry score that suits their programme. So “is 4.5 a fail” has an answer only for a named body: for one it may meet the requirement, for another it falls short, and the requirement is on that body’s own page.

Where 4.5 sits on the scale

IELTS.org describes band 4 as a “Limited user”: basic competence limited to familiar situations, with frequent problems in understanding and expression. It describes band 5 as a “Modest user”: a partial command of the language that copes with overall meaning in most situations, though likely to make many mistakes, and that can handle basic communication in their own field. A 4.5 lies between these. The descriptions are written for whole bands, so there is no separate text for the half band.

The nine-band scale runs from 1 to 9, and the full list of names and descriptions is in what IELTS band scores mean.

How a 4.5 arises

Each of the four sections is reported as a whole or half band, and the overall band is the average of the four rounded to the nearest half band, with .25 and .75 rounding up. An overall 4.5 therefore covers averages from 4.25 up to but not including 4.75. For Listening, IELTS.org lists 16 marks out of 40 as the average for band 5, and 15 marks for band 5 in Academic Reading, so a 4.5 in either is somewhere below those points. IELTS.org gives no mark for the half band.

If you need more than 4.5

Look up the requirement before judging the result. How high a score has to be depends on the body, and how hard IELTS is explains why difficulty follows the gap to that requirement and not the test. If the result is short of it, the answer on how many times you can retake IELTS covers the rules.

For candidates working from this level, IELTS Mentor AI is a paid iOS and Android app with a Foundation Track for candidates around Band 3 to 5, in three levels; level A covers Band 3.0 to 4.0 at about 10 minutes a day. It does not replace an examiner, a teacher or an official test. The practice that moves a score from 4.5 is regular, timed and marked against the descriptors, wherever it is done.

What this means for your score

Four section scores of 5.0, 4.5, 4.5 and 4.0 average 4.5, an overall 4.5. A course that asks for an overall 5.5 would not accept it, and an organisation with a lower requirement might. The score is the same in both cases; only the requirement differs.

Frequently asked questions

Is there a pass mark in IELTS?

No. IELTS Australia states that there is no pass or fail in an IELTS test and that the test gives a profile of your ability to use English on a nine-band scale. Institutions and organisations choose the scores that meet their own requirements, so the same result can be enough for one and short for another.

What does an IELTS 4.5 mean?

IELTS.org publishes descriptions for whole bands. Band 4 is a "Limited user", with basic competence limited to familiar situations and frequent problems in understanding and expression. Band 5 is a "Modest user", with a partial command that copes with overall meaning in most situations. A 4.5 falls between the two descriptions.

Who accepts an IELTS 4.5?

That is each organisation's own rule. IELTS Australia states that institutions and organisations set the scores that meet their requirements, so the decision rests with the receiving body. Look for the required overall band and any minimum per section on the admissions, employer or government page you are applying through.
